Japan: IT Business Analyst (14 months' contract employee)

Purpose of the position

To support the MSF Japan Innovation Unit for the creation of a concept solution for implementing a Data Sharing Policy in MSF.

Background

MSF, as an international medical humanitarian organisation, places a high value on monitoring and documenting MSF medical interventions in order to continually improve the quality of care delivered. This results in a large amount of routinely collected data being produced. In addition, there exists an emphasis on Research particularly with neglected patient groups and on neglected diseases. There is also a clear recognition of the responsibility MSF carries to share and disseminate knowledge given that many of the populations MSF works with are neglected, and excluded from traditional sources of Research.

MSF’s large repository of Research data together with routinely collected data can potentially be of value to researchers working in public health. MSF recognizes the ethical imperative it has to share its data openly, transparently and in a timely manner for the greater public health good. This imperative is particularly strong recognizing that MSF works with vulnerable and marginalized populations for whom there is often an insufficient evidence base to address their health needs.

This ethical imperative translated into a Data Sharing Policy that MSF struggled to concretely implement. MSF Japan, and its Innovation Unit, has been chosen as the one to make this applicable.

Objectives

Under the project manager and in strict collaboration with project member (epidemiologist), IT Business Analyst is expected to create an appropriate concept solution for Data Sharing Policy implementation in MSF. This includes not only IT solutions but also high level business processes, costs and schedule based on the professional experience as IT business analyst and on the outcomes of needs analysis, “As-Is” situation, cost, feasibility, market trend, risk etc..

Main Responsibilities

  1. Identify stakeholders, business needs, issues and challenges related to the implementation of Data Sharing in MSF.

  2. Analyse “As-Is” situation, in terms of stakeholders, data, related IT systems, business process, data flows, related regulation or laws, existing policies etc..

  3. Provide inputs to the team about feasibility and viability of the concept solution.

  4. Propose appropriate type of solutions and IT architecture for Data Sharing , considering technical feasibility, cost benefit, affordability and information security based on needs, “As-Is” situation, solution market analysis.

  5. Define requirements of “To-Be” IT solutions for which includes high level business process, data model, data-flow, system architecture and collect estimation from solution providers.

  6. Consolidate the proposal of Data Sharing Policy implementation plan to the stakeholders which include high level “To-Be” business process, IT solutions, cost benefit analysis, risk analysis, timeline, required human resources etc.

  7. Manage IT consultant or outsourced professionals if necessary.

Essential Skills and Experiences

Essential

  • Project Management experience with a special focus on capacity to plan and forecast costs and resources, and about contract management.

  • Experience of request analysis for business application systems.

  • Experience of create “Request for Proposal” to IT service provider.

  • Experience in Database development.

  • Excellent communication skill ( conversation, reading & writing, presentation ) in English

  • Experience of multinational work environment or global project.

  • Knowledge of Information security.

Desirable

  • Experience of multinational work environment or global project.

  • Experience of medical related business system development.

  • Business level of Japanese.

  • Creativity.

  • Design Thinking approach.

Location of Work

80% - MSF Japan Tokyo Office (at Waseda Station, Tokyo Metro Tozai Line)

20% - estimated overall time spent outside the office.

Duration of Contract

14 months from September 2018.
