Purpose of the Position

To support the MSF Japan Innovation Unit for the creation of a concept model for implementing a Data Sharing Policy in MSF.

Background

MSF, as an international medical humanitarian organization, places a high value on monitoring and documenting MSF medical interventions in order to continually improve the quality of care delivered. This results in a large amount of routinely collected data being produced. In addition, there exists an emphasis on Research particularly with neglected patient groups and on neglected diseases. There is also a clear recognition of the responsibility MSF carries to share and disseminate knowledge given that many of the populations MSF works with are neglected, and excluded from traditional sources of Research.

MSF’s large repository of Research data together with routinely collected data can potentially be of value to researchers working in public health. MSF recognizes the ethical imperative it has to share its data openly, transparently and in a timely manner for the greater public health good. This imperative is particularly strong recognizing that MSF works with vulnerable and marginalized populations for whom there is often an insufficient evidence base to address their health needs.

This ethical imperative translated into a Data Sharing Policy that MSF struggled to concretely implement. MSF Japan, and its Innovation Unit, has been chosen as the one to make this applicable.

Objectives of the position

Under the project manager and in strict collaboration with project member (IT Business Analyst), the Epidemiologist is expected to create an appropriate concept solution for Data Sharing Policy implementation. This includes solutions adequate to MSF contexts, in respect of all ethical and legal aspects involved with sharing data.

The Epidemiologist will contribute to produce an implementation plan of the Data Sharing policy.

  1. Identify stakeholders, needs, issues and challenges related to the implementation of Data Sharing in MSF.

  2. Support in analysing these challenges and provide insights to generate solutions.

  3. Provide technical inputs to the team on data generation, management and use in scientific and medical research.

  4. Support in ideating the solution.

  5. Support in the creation of prototypes, their testing and gathering feedbacks from end-users.

  6. Provide inputs on desirability and feasibility on the implementation of the concept solution.

  7. To provide inputs on ethical management of information during the whole project.

  8. Manage legal consultant or outsourced professionals if necessary.

Essential Skills and Experiences

Essential

  • Experience in epidemiological research.

  • Knowledge of qualitative methods.

  • Expertise in ethical aspects of research and data management.

  • Experience in literature review.

  • Experience of multinational work environment or global project.

  • Excellent communication skill ( conversation, reading & writing, presentation ) in English

Desirable

  • Medical Doctor

  • Experience with MSF in the field

  • Design Thinking approach.
