Purpose of the position: Provides MSF movement with the right candidates for field positions in sufficient quantities and at the right time. Works in close collaboration with the FHR team on HR projects identified in the action plan, to increase the number of specific professions and skilled individuals recruited by MSF Japan and Korea for MSF field operations.
Objectives of the position: • Supervise the recruitment and selection of qualified field staff to meet the needs of field operations. • Contribute broadly to HR matters, participating in developing collective decisions, setting MSF Japan priorities, approving internal policies and making collective recommendations. • Internationally works to ensure that MSF Japan FHR contributes to HR issues and discussions in the movement as an influential and respected member; attending and contributing to meetings and working groups. Requirements of the position The position is located in Tokyo, Japan with international travel estimated to 10%.
Recruitment: All recruitment responsibilities cover Japan, Korea (RoK) and Eastern Russia. • Actively contribute to the development of the strategic and action plan for the recruitment of field staff and coordinates/assume its implementation • In collaboration with communication department, supervise the elaboration and implementation of an annual event plan of all recruitment activities – webinars, information session, and any other relevant events • In collaboration with the fundraising and communications departments, plan and implement targeted recruitment strategies using relevant digital platforms and other forms of PR and media • Elaborate strategy to identify and pursue networking key professional associations and health institution, and relationship building opportunities that may contribute to the recruitment objectives • Define, follow up HR indicators and propose corrective actions and update of the recruitment strategy according to the indicators analysis • Coordinate and participate to the recruitment process • Review and improve selection activities, processes and procedures including selection criteria, testing, and other selection techniques
Training: • Provide input and support to the development and review of training programs that prepare field staff for their first assignments and progressive responsibilities • Participate to the organization and facilitation of the Welcome Days or any other training as required
Staff Management: • Ensure that the recruitment team is effectively and efficiently staffed • Manage recruitment officers, reviewing and monitoring activities and providing guidance as required • Ensure that staff are appropriately trained • Ensure that effective communication is established and maintained within the recruitment team, with the rest of FHR department and with other departments of MSF Japan
Relationship with OCs and other sections: • Work with the FHR Director to ensure and enhance effective communications with OCP group sections (Australia, France and USA) in order to collaborate on issues of common concern and with other sections of the movement to further the aims of the department and MSF Japan • Develop and implement plans to further the information flow from OCs impacting on MSF Japan’s recruitment strategy and activities and field staff • Attend and contribute to international HR meetings and working groups and visit OCs
Other Activities: • Participate to the elaboration of any relevant strategic document • Prepare budgets for approval and control the recruitment activities to work within approved budget • Undertake such other field HR related activities as may be required for efficient and effective organization of FHR department or may be required by the FHR Director • Undertake field visits to meet a need in the field
Essential Skills and Experience: • Commitment to MSF and humanitarian principles • Proven positive field experience (minimum 2 years) with MSF in senior position • Educational background or work experience in Human Resources • Management experience within MSF, other organizations or private sectors • Quantitative and qualitative research and analysis capabilities • Strong interpersonal, written & oral communication, skills • Knowledge and/or experience in strategic planning and implementation • Experience in project management and budget management • Strong time management and ability to prioritise in a fast paced moderately pressured environment • Excellent English language skills – written and spoken • Effective computer Skills (Word, Excel, Power Point) • Available to travel domestically and overseas
Desirable skills and experience: • Experience in MSF Head Office • Working experience in Asia • Fluency in written and spoken Japanese is a plus • Knowledge and/or experience in marketing; including professional use of various social media platforms is a plus
