JOB FUNCTIONS
The Monitoring and Evaluation (M&E) Specialist will work under the direct dual supervision of the National Project Coordinator and the Deputy for SI, and in close partnership with the Deputy Clinical Director and all the in-country program specialists. He/she will be responsible and accountable for the overall monitoring and evaluation of all ICAP in-country program activities. He/she is responsible for aggregation and analysis of data to monitor ICAP’s performance and effectiveness indicators; on-site data quality assurance collected and used by ICAP for program monitoring and reporting; and development of program implementation reports and dashboards.
ESSENTIAL DUTIES
- Ensure effective monitoring and evaluation of all ICAP in-country program activities
- Conduct M&E activities of the program, including regular on-site monitoring visits to monitor the implementation of site-specific and specialist-specific (epidemiologists) plans;
- Build capacity and coordinate all activities of local epidemiologists to strengthen index partner testing, HIV case finding, epidemiological investigation, data management, etc.;
- Prepare regular progress reports and dashboards for project management, including identifying gaps and bottlenecks and providing specific recommendations;
- Participate in the development of the project’s annual and quarterly workplans and targets, including disaggregation of national targets by facilities and quarters;
- Build national and sub-national capacity to analyse and use data for HIV program management
- Analyze routinely collected aggregate data from all the available sources, including Electronic HIV Case Management System (EHCMS), Electronic MAT Register (EMR), HIV Testing Register (HTR), sentinel surveillance surveys, population size estimations, mapping, program assessments, and other data to inform program improvement and decision-making, including during the ROP development;
- Contribute to strengthening national and sub-national health management information systems (HMIS), including EHCMS, EMR, e-IBBS, HTR, and other systems, with the primary focus on the PEPFAR-supported sites;
- Coordinate planning and lead implementation of ICAP’s technical assistance to the national integrated bio-behavioural surveillance surveys and population size estimations as needed;
- Participate in the development of research protocols, training of field staff, data collection, analysis and reporting of all approved research activities;
- Support MOH M&E teams to develop and implement good data management and quality assurance procedures for all HMIS supported by ICAP on the national and sub-national level, including during on-site DQA visits to check and improve quality of all data components;
- Facilitate and manage effective and appropriate data sharing among various partners;
- Participate in the development and/or updating of SOPs, guidelines, protocols on HIV surveillance and HMIS and other project documents as required;
- Facilitate national and site-level capacity building trainings;
- Coordinate and manage national consultants as required.
- Perform other M&E-related responsibilities as assigned;
- Contribute to the preparation of annual and quarterly workplans;
- Act as a facilitator or trainer in areas of his/her knowledge as required;
- Other duties as required by ICAP Regional Office and the National Project Coordinator
POSITION REQUIREMENTS
EDUCATION:
- University degree in epidemiology or public health or biostatistics or social science. Advanced degree is an asset.
EXPERIENCE:
- At least 3 years of practical experience working on M&E of development projects;
- Practical experience working on sentinel surveillance and population size estimations is an asset;
- Experience and knowledge of HMIS, electronic medical records systems and deployment of database systems for patient and program monitoring is an asset.
- Ability to manage several major activities simultaneously;
- Strong team player with proven ability to work with staff at all levels;
- Self-starter and fast-learner;
- Ability to travel for 3-5 days every month to sites across the country and within Central Asia.
SKILLS:
- Advanced knowledge and skills in data management and statistical analysis;
- Proven data visualization and presentation skills;
- Excellent oral and written communication skills;
- Essential: fluent in Russian and working knowledge of English. Knowledge of national languages is an asset;
- Proven computer proficiency allowing the person to use and create a variety of templates, complex tables, merges; manage table data, sort and filter merges, and also perform basic work with existing Macros. Ability to customize toolbars, import and insert graphs, embed Excel data, and elaborate reports.
