About the role

MAIN JOB PURPOSE

To provide a professional and transparent procurement and programme management service to clients, through the effective disbursement of funds by purchasing of the right goods to target timescales at the best possible price.

MAIN JOB RRESPONSIBILITIES

Purchasing - To purchase goods in compliance with Crown Agents procedures and standards of ethical procurement, donor guidelines and end user requirements, through;

Sourcing

  • Clarify specifications with client/technical specialists where necessary
  • Identify sources to meet specification
  • Maintain supplier database, appraise supplier performance and identify new
  • sources

Bidding

  • Prepare and issue tender documents using appropriate template
  • Evaluate tenders taking into consideration relevant criteria and ability to
  • comply with Crown Agents terms and conditions
  • Make recommendation and confirm order with the client
  • Negotiate post tender cost reductions with suppliers where appropriate
  • Contract Management
  • Prepare contract order.
  • Liaise with supplier/shipping/Inspection as necessary to ensure timely
  • delivery/installation including customs clearance.
  • Arrange payment.
  • Resolve post contract issue

Project Management - Assist in the application of the key concepts of Project Management within the PMI Methodology;

The Project Management Framework as it embodies the project life cycle and five major project management Process Group

  • Initiating
  • Planning
  • Executing
  • Monitoring and Controlling
  • Closing

Within these five Process Groups an awareness should be displayed of the nine project management Knowledge Areas:

  • Project Integration Management
  • Project Scope Management
  • Project Time Management

Project Cost Management

  • Project Quality Management
  • Project Human Resource Management
  • Project Communications Management
  • Project Risk Management
  • Project Procurement Management

Client Relationship

  • Maintain an on-going relationship with the client, keeping client informed, responding to needs and developing solutions.

Business Development

  • Opportunity identification, tracking and management
  • Promotion of services through preparation of capability statements and marketing material, contact with clients, donors, associates and consultants
  • Preparation of Expressions of Interest
  • Preparation of project proposals: management of bidding process; associate and consultant selection; technical writing; commercial proposal and authorisation
  • Negotiation of contracts with clients, donors, associates and consultants

Any other duties as appropriate to the position, as requested.

About you

QUALIFICATION

  • Degree level or equivalent

EXPERIENCE

  • Typically 3 - 5 years’ previous procurement management experience
