Kyrgyzstan: Deputy Chief of Party

Project Description:

Creative is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded education project in Kyrgyzstan. Based in Bishkek, the project seeks to improve early grade learning outcomes in the Kyrgyz Republic for 300,000 students in grades one through four. To reach this goal, the project seeks to improve instructional quality in reading and math; improve formal and non-formal learning environments; and strengthen the Kyrgyz education system. The project will also include a focus on inclusive education and community engagement.

Position Summary:

The Deputy Chief of Party (DCOP) makes operational decisions and manages the various technical components of the program, including on sub-awards. The DCOP works closely with the Chief of Party (COP), other program team members, and external stakeholders, to ensure program achieves results.

Reporting & Supervision:

This position reports to the Chief of Party.

Expected Outcomes:

  • Provide operational management and leadership in coordination with the COP.
  • Support the COP in technical, operational and management, oversight and represent the project in the COP’s absence.
  • Ensure the quality and timeliness of report submissions.

Primary Responsibilities:

  • Oversee all program operations, including administration, human resources, procurement and logistics, IT, communications, and grants;
  • Ensure that program components are results-oriented, ensure high quality deliverables, and relevant and timely reporting;
  • Coordinate the day-to-day management of operational staff in all project offices;
  • Support the COP in managing the project team, ensuring a technically and operationally-sound program;
  • Lead the development of annual work plans, milestone plans, and programmatic and operational budgeting;
  • Ensure the timely preparation of required reports and deliverables, including quarterly, annual, and financial reports in accordance with USAID guidelines;
  • Ensure project activities are meeting client expectations and that project results and accomplishments are disseminated appropriately;
  • Work with the COP to improve implementation processes throughout the project;
  • Represent the project in local, national, and international meetings and events in the absence of the COP; and
  • Assist in the identification, recruitment, and management of consultants, and subawardees.

Required Skills & Qualifications:

  • A minimum of a Bachelor’s Degree (or foreign equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field;
  • At least eight (8) years of experience, six (6) of which must include technical and/or operational issues related to a mix of education and development work;
  • At least six (6) years of experience in program management, with a strong management and technical background related to education and early grade reading programs;
  • Demonstrated success in managing sub-awards with international consortiums including local organizations, NGOs, communities, and parents; and
  • Professional level written and oral English required.

Desired Skills & Qualifications:

  • Professional proficiency in Kyrgyz or Russian; and
  • Experience working specifically in Kyrgyzstan is preferred but not required.
