Fisheries and Marine Conservation Expert, the David and Lucille Packard Foundation Ocean Strategic Framework Evaluation

Evaluation Objective:
The purpose of this work is to evaluate the implementation, relevance, equity, effectiveness, and sustainability of the work within the OSF since it was adopted in March 2016. This evaluation is meant to inform the Strategic refresh process in 2020-2021, and the subsequent refreshes of individual sub-strategies in 2021-2022.
The David and Lucille Packard Foundation adopted the Ocean Strategic Framework in March 2016 building on a longstanding commitment to marine conservation. The Ocean Strategic Framework includes six focal countries and five global strategies. The focal countries are the US, Mexico, Chile, China, Indonesia, and Japan. The global strategies cut across political boundaries and are designed to reinforce and accelerate change toward achieving our 15-year goals. They are:
- Using the influence of global seafood markets to improve sustainability of seafood;
- Ending IUU fishing;
- Protecting marine birds by reducing bycatch of seabirds and by restoring and protecting marine bird habitats;
- An exploration of how we can help sustain and protect tuna in the Pacific;
- And addressing the impacts of climate change and ocean acidification.
Position Description:
SI is seeking a Fisheries and Marine Conservation Expert to provide subject matter expertise and technically advise the evaluation design on topics related to marine conservation, wildlife protection, and sustainable fishing strategies. This position will report to the Team Leader and work with the evaluation team on the project in meeting the goals of the evaluation.
This evaluation is expected to last from January 2019-March 2020. The Fisheries and Marine Conservation Expert will be a team member, and travel with the evaluation team to China, Indonesia and Japan for data collection.
Responsibilities:
- Provide expertise and guidance to the technical design as it relates to marine conservation, wildlife protection and sustainable fishing strategies.
- Contribute to the overall design, implementation and report writing.
- Travel with the evaluation team to Indonesia, China and Japan to collect and analyze data.
- Work closely with the Team Leader and the rest of the evaluation team to ensure technical adherence to the design and integrity of the data collection processes as they relate to marine conservation.
Qualifications:
- A Master’s degree or higher in marine biology, environmental resource management, ecology, environmental sciences, or a related field required.
- Minimum of eight years of demonstrated experience providing advanced subject matter expertise to conservation and environmental outcome evaluations and assessments, ideally in the USA, Mexico, Chile, China, Indonesia, or Japan.
- A superior understanding of the ISF’s 15-year goals, including modern strategies for sustainability in fishing, mitigating the effects of climate change and ocean acidification, and protecting wildlife through habitat restoration.
- Demonstrated experience with qualitative and quantitative research methods and data collection tools.
- Ability to communicate findings to a variety of audiences about concepts, research findings, issue analysis, and data interpretations, and the ability to see relationships and patterns between them.
- Knowledge and understanding of the Packard Foundation’s programming, mission, and values is highly preferred.
