Background In the Kyrgyz Republic, the Law on Social Procurement was signed by President Atambaev at the beginning of May 2017, to allow government ministries and agencies to purchase goods and services from nongovernmental entities. The Ministry of Health established a Technical Working Group (TWG) on Social Procurement on May 12, 2017 with the mandate to develop a mechanism to implement this new law in the health sector. The USAID-funded Health Policy Plus project (HP+) has supported the MOH TWG to develop the legal and regulatory framework, tools, and capacity to implement social procurement in the health sector over the past year. HP+ will continue to support the MOH TWG to develop social procurement mechanisms, and requires one or two consultants to serve as trainers on topics such as social contracting, advocacy, and development of advocacy/communication messages. The consultant will develop training curricula and will deliver training events for Kyrgyz participants. Key Responsibilities

  • Develop training curriculum on topics, such as social contracting, advocacy, communication/message development, budgeting, and procurement.
  • Develop training workshop agendas, presentations, and materials to use during training events.
  • Conduct training events on the topics described above.
  • Develop training workshop report documenting the event.

Qualifications:

  • 5 years of relevant experience required, and Bachelor's degree in any field
  • Experience in working closely with Ministry of Health of Kyrgyz Republic, facilitating discussions, trainings, and proposing activities;
  • Experience facilitating working group meetings and training events in different settings and with different types of participants;
  • Demonstrated expertise in public health, HIV, and capacity development;
  • Experience in supporting programs related to social contracting in Kyrgyz Republic and/or other Central Asian countries;
  • Strong written and oral Russian language skills.
