Japan: Operations Communications Senior Officer

Purpose of the position

The Operations Communications Senior Officer initiates, manages and coordinates Communications initiatives linked to / about field programmes run by the Tokyo Cell. Under the direction of the MSFJ Communications Director, he or she collaborates closely with Operations Communications Manager of Operation Centre Paris (OCP) and connects to the Cell Manager and the Heads of Mission to meet a variety of communications needs.

Objectives

Devise and deliver robust communications strategies, projects and activities that support the needs of programmes run by the Tokyo Cell.

Take an active role in Asia-Pac MSF communications and contribute to the successful realisation of MSF Japan communications and operations support objectives.

Requirements of the position

Based in Tokyo with international travel up to 40% that may include work in programme locations, including areas of extreme poverty and conflict.

Main Responsibilities

i) Communications to Tokyo Cell Project

  • Update and review communications strategies and activity plans for operational projects with relevant stakeholders.

  • Respond to communications needs of the Tokyo Cell and field projects through the creation of new activities, production of materials and support applicable for field needs. This includes materials and support for information education communications (IEC), community engagement and social media.

  • Provide practical advice and support to the field staff dealing with in-country or regional communications (e.g. media briefing, events, media enquiries, training, publications).

  • Lead production of materials for field needs engaging the necessary expertise and support from MSF Japan, MSF Movement and external vendors.

  • Seek opportunities for wider international attention on Tokyo Cell projects, through media networking and production of visibility packages for MSF Movement or more technical, medical materials, achieved through discussion with MSFJ Director of Communications and regular coordination with OCP Operations Communications Manager.

  • Undertake field visits as necessary to support field communications and if needed undertake emergency field communication role in projects or other regional response for OCP.

ii) Support to MSF Japan operations support department

  • Contribute to MSF Japan operations support department communications needs as required and requested, such as editing and writing of English language materials.

  • Employ expertise in communications to support the Communications department and the other MSF Japan departments when appropriate including fundraising, human resources, advocacy and Access campaign.

iii) Participation and support to wider MSF communications activities

  • Participate in the definition of MSF (Operational Centre Paris) communication strategy, linking the Tokyo Cell projects to cross-cutting topics and broader medical themes.

  • Participates to OCP Operational Comms exchanges (participation to Ops Comms meetings, exchanges with other OCP CAs) and has regular exchanges with OCP Ops Comms manager

  • At the request of OCP Ops Comms manager, and under approval by the MSFJ Comms director, follow additional countries and/or themes beyond the perimeter of the Tokyo cell, including MSF Emergency interventions in Asia-Pac region.

  • Contribute to discussion and reflection on the issues facing the Tokyo cell countries and projects

  • Maintain and cultivate links with Asia-Pac MSF communications and advocacy representatives and Access Campaign.

Qualifications and requirements

Essential

  • Minimum of 3 years relevant work experience in the private sector or with a nongovernmental or non-profit organization in the field of journalism or in communications.

  • Excellent writing and multimedia content production skills, social media savvy.

  • Proven ability to manage several projects concurrently.

  • Proven ability to work under tight deadlines.

  • Creative thinking.

  • Excellent oral and written communication skills, including ability to adapt style to suit a wide range of audiences.

  • Ability to work independently to general guidelines; capacity to take initiatives and seize opportunities.

  • Strong interpersonal skills and ability to work as part of a team.

  • Fluent speaker and writer of English.

    Desirable

  • MSF field experience.

  • Language skills; ability to speak Japanese and/or French.

  • Good understanding of medical topics.

  • Curiosity and willingness to learn, explore new ideas and develop new approaches and tools for strong and dynamic communications packages.

  • Familiarity with being outspoken and being able to advocate for your mission in a diversified organizational culture.

  • Previous work experience in developing countries.
