Purpose
Under the direct supervision of the Head of Operation Support, the advocacy and external networking manager (AENM) will ensure the development and implementation of an effective advocacy and external networking strategy for Medecins Sans Frontieres Japon (MSFJ).
The AENM will also ensure that coordination among different department and with MSF entities is efficient.
The AENM will have a commanding advocacy authority in MSFJ.
Location: Based in Tokyo, Japan with 20% travel abroad
This position is one-year employment contract.
Main Responsibilities
ADVOCACY AND NETWORKING
Develop and define MSFJ advocacy strategy;
Research and define advocacy needs, opportunities and risks in Japan;
Support different department in expanding their network and help them to define the strategy to do so;
Advises MSFJ on new opportunities and threats to MSF humanitarian objectives arising in/from Japan.
Develop specific dossiers and perform policy change analysis;
Act as a focal point for MSFJ vis a vis other entities in relation to advocacy dossiers and requests;
Support MSFJ Communications Department to develop messages and define priorities for advocacy communication;
REPRESENATION
Represent MSF movement, oversee MSF’s dialogue with, and defend MSF’s positions towards the Government of Japan on the basis of operational realities, through selective attendance to relevant meetings and strategic interactions with officials and diplomats in Japan.
Prepare, organize and facilitate meetings between MSF representatives and humanitarian stakeholders based in Japan.
SUPPORT TO Institutional Partnership Officer
Coordinate with the Institutional Partnership Officer (IPO) in leveraging institutional partnership opportunities in support of Operations and in external representation with governmental actors;
Support the IPO in defining policy analysis, advocacy and representation activities vis-à-vis institutional and relevant civil society and academic supporters;
Reporting
Draw up monthly report on his/her activity
Maintain communication and update referent of different MSF entities
Qualifications and requirements
Essential Skills and Experience
Fluency in Japanese and English (oral and written)
Excellent representation skills and experience at highest level of government and society
Solid knowledge of Japan’s society, culture, civil society, humanitarian and aid network, and political system. Proven and demonstrated analytical and political skills; excellent judgment and diplomacy; comfort with advocacy role.
Ability to research, analyse and synthesise complex topics so as to write reports and high-level business correspondence, and effectively present information to internal and external audiences including senior government and NGO officials.
Experience with MSF or with a similar humanitarian organisation.
Desirable
A Master degree in political science, international affairs, international law or other relevant discipline and/or medical background;
Experience in humanitarian contexts. Good knowledge of emergency setups a plus;
